I think it is a wool blocker - when you spin your own yarn you should block it - as you would a knitted garment. You could send a picture to a spinners and weavers guild and ask too.
I actually have one of these. My great uncle made it for my great aunt. She also called it a yarn winder but mentioned that she used it when unravelling a wool sweater in order to reuse the yarn. I think the process of winding it stretches out some of the kinkiness that knitted wool has.
